What happens if the existing keeper denies the request?

If the current registered keeper responds to a transfer of keepership request and does not give consent, we will:

  1. Mark the request as denied in our system.

  2. Inform the new keeper that the transfer cannot proceed.

  3. Leave the record unchanged until the matter is resolved between the parties.


Our role in this process

Pet Database is a DEFRA-compliant microchip database.

Our responsibility is to maintain accurate and legally compliant records as it is the responsibility of the keeper of the pet to do so - we are not able to mediate disputes or make decisions about ownership.

Pet Database’s role is to hold and maintain accurate keeper records in line with UK microchipping regulations on behalf of the registered keeper.

We are not a decision-maker in disputes about pet ownership and cannot take sides, investigate claims, or override a keeper’s decision.

Any disagreement about who should be the registered keeper is a civil matter and must be resolved directly between the parties or through independent advice.
